The Resulting and Enhancing Sustainable Updates to Laboratory Testing Services (RESULTS) Act is a bicameral bill, intended to reform Medicare Clinical Laboratory Fee Schedules. Preventing massive cuts to lab diagnosis remains their top priority as these clinical services inform ~70% of decision making when it comes to patient care and upholding clinical statements and values. And without the approval for legislative passage, ~800 tests are at risk of facing up to 15% of cuts at the start of the year on January 1, 2026. This would lead to a threat to accessible lab diagnostics and tests that are critical to patient and healthcare.
The American Society for Clinical Pathology (ASCP), along with 13 other organizations, had joined the RESULTS Act in support of stabilizing rates and funding towards lab diagnostics. Congress, in 2014, passed The Protecting Access to Medicare Act (PAMA). This act established a national fee schedule to reflect market rates from the laboratories under Medicare. It quickly became underrepresented under the Centers for Medicare & Medicaid Services (CMS) because of their over-reliance on independent laboratory data. The RESULTS Act would modify PAMA by modernizing data collection from using outdated data collection under the PAMA Act to using a third-party commercial claims database to achieve greater accuracy in data collection and report. The benefits of enactment includes, but is not limited to,: long term stability for Medicare and clinics, increased rates of accurate data collection, a decrease of Medicare cut rates, and reduced PAMA reporting requirements on clinical laboratories.
So what does it mean for us? The RESULTS Act would allow for more clinical reliability and stability against the flawed and unstable Medicare system. For many patients and healthcare organizations, tests from clinical laboratories are one of the most important ways to assess and determine health conditions and concerns. Securing proper stability and organizational reliability when it comes to serving the community means prioritizing patients through health data preservation. Patients, across America, rely on accurate diagnostics for healthcare workers to work towards maintaining proper treatment procedures and approaches to good physical health. And the RESULTS Act strives to provide a permanent reform for relief.
